2009 proved to be a very divisive year for Nepal, as self-proclaimed autonomous "states" established parallel structures and armed militia to push their conflicting agendas. Little progress was made during the year on issues such as drafting the constitution, consolidating the peace agreement, dealing with thousands of Maoist ex-combatants, or providing basic services to the majority of the population living below the poverty line.

Concern has been working in the poorest regions of Nepal since 2006 and is implementing livelihoods, water and sanitation and nutrition programs.
